- What is not working. The symptom is more useful than a proposed solution — the cause is often somewhere else.
- What is running now. Roughly what the estate looks like, and whether any of it is already on AWS.
- What is forcing the timing. An audit, a licence renewal, an end-of-support date, a funding round. This usually determines the order of work.
- Who has to agree. So the proposal answers the questions the people signing it will actually ask.
